If the desired countries don't appear, you can either Age Up and try again or close and reopen the Emigrate option. Each time you access the Emigrate window, the list of countries refreshes, making this a more efficient strategy than aging up repeatedly. Once you spot a needed country, select it and click on "Request Approval."
