Merchant Tamao

From there, head west to Tamao's brewery. His staff will mention he's hiding inside. To draw him out, smash the barrels in the courtyard. Once he emerges, confront him and move on to your next target.

Merchant Kanta

Not all merchants are willing participants in the Iron Hand syndicate. Kanta, found in the Mouth of Seta in the Omi region, is one such case. You can attack him, but a better approach is to use the Observe mechanic to uncover evidence that he's being coerced.
