To get the Blow Bubbles emote, log into the Mog Station and navigate to the 'Optional Items' section under 'Additional Services'. Look for the emote in the 'New Items' row. For players in the US, this emote costs $7.00 USD and can only be applied to one character. It's also non-transferable, so you can't gift it to others.
After purchasing, log into FFXIV and visit a Delivery Moogle in any major city or hub, or check your mail at a house if you or your Free Company has that feature. The emote will be waiting for you once you see the mail icon on your HUD.
