Multiple players have reported seeing the "Requirements not met" message when trying to unlock passive abilities through the skill tree - even when connected nodes are already activated and all apparent prerequisites are fulfilled.

The interface's top-right displays your current point allocations - including standard Skill Points, Weapon Set I, Weapon Set II, and eventually Ascendancy Points. Cross-reference these with the node's requirements before allocation attempts.

Visit "The Hooded One" in Clearfell Encampment - unlocked after completing The Mysterious Shade quest. While primarily serving as a respec vendor, this NPC has inadvertently become the go-to solution for this particular bug.
