Olbram's quest involves stealing the Zhelejov maypole, which requires stealth and possibly charming the guard, Henrik, at night. For the Lullaby Potion, you have two options: work as an apprentice blacksmith under Radovan in Tachov or use your charm to obtain the recipe from him. The potion requires oil, poppy, and thistle, which you can gather from the garden outside the apothecary in Troskowitz.
Once you've brewed the potion, head to Zhelejov and pour it into the bull's trough. Wait for the bull to fall asleep, then approach and paint it blue. After completing the task, return to Prochek to report your success. You can then speak with Olbram to start the Frogs quest and help him retaliate against Tachov.
To begin the Frogs quest, find Old Olbram near the meadow in Zhelejov and agree to steal the Tachov maypole for him.
